In a nutshell (because it is far more complicated than this long sentence)...it meant that business would have to contend with federal oversight to commerce conducted between entities in individual states, since congress would now have the power to collect tariffs for infrastructure development that heretofore were pretty much controlled entirely by individual states where the infrastructure lie or was being constructed.
